Andrew Cuomo Joins OKX Board, Will Co-Chair Push to Tokenize the NYSE

🏛️ A Former Governor Takes a Board Seat

Former New York Governor Andrew Cuomo has officially joined the board of directors at OKX, one of the world’s largest crypto exchanges. The move formalizes a relationship that began in 2023, when Cuomo started advising OKX on U.S. regulatory and institutional strategy. OKX CEO Star Xu framed the appointment as recognition of work already done, noting the move “formalizes a relationship that has already shaped how we approach the U.S. market.” For everyday traders, the headline is less about a single executive hire and more about what it signals: a major offshore exchange is doubling down on building credibility inside the United States. Cuomo brings decades of government experience, having served as the state’s 56th Governor, its Attorney General, and U.S. Secretary of Housing and Urban Development. His presence on the board gives OKX a well connected face for navigating Washington as it competes for institutional and retail dollars on home turf. It also comes shortly after Cuomo’s own run for New York City mayor in 2025, during which he leaned into crypto friendly messaging, giving him a public profile in the industry well beyond a typical corporate advisor.

🤝 OKX and ICE Strike a 50-50 Partnership

Beyond the board seat, Cuomo will co-chair a joint venture between OKX and Intercontinental Exchange, the parent company of the New York Stock Exchange. He shares that chairmanship with ICE senior vice president Trabue Bland. The tie-up follows ICE’s roughly $200 million investment in OKX earlier this year at a $25 billion valuation, a stake that signaled traditional finance was ready to put real money behind crypto infrastructure. For investors, a formal partnership between the NYSE’s owner and a top global exchange is a notable vote of confidence, even though regulatory approval for the venture’s products is still pending. It also gives OKX something few competitors have: a direct institutional bridge into the exchange that lists trillions of dollars in American equities, rather than building tokenized market access from scratch. The deal also gives ICE a foothold in crypto native infrastructure at a moment when several legacy exchanges are racing to avoid being disintermediated by faster, blockchain based competitors.

📈 What “Tokenizing the NYSE” Actually Means

The joint venture’s stated goal is to enable 24/7 onchain trading of NYSE-listed stocks and ICE futures contracts. Cuomo described the concept in plain terms, saying tokenization creates a “digital representation” of an asset that allows fractional ownership and instant settlement rather than waiting on traditional market hours. He put it more colorfully to Fortune, saying investors could effectively walk through the front door of the New York Stock Exchange from a smartphone, seven days a week. That pitch matters most for international investors who currently cannot easily buy U.S. equities outside standard trading windows. If it works as described, the venture could route significant overseas capital into American markets simply by removing the clock and calendar as barriers to entry. Cuomo has floated figures in the trillions of dollars when describing the potential scale of that demand, though such projections remain speculative until the products actually launch.

⚖️ A Regulatory Comeback Story

Cuomo’s advisory role has coincided with a rocky stretch for OKX in the U.S. The exchange settled with the Department of Justice for $500 million over anti-money-laundering violations, a case that concluded in 2025, before relaunching its American platform in April of that year. Cuomo has been careful to separate his involvement from crypto’s speculative reputation, telling reporters his focus is “blockchain and financial technology,” not tokens or memes. That framing is a deliberate attempt to rebuild trust with regulators and traditional investors who remain wary of exchanges with compliance histories. For OKX, having a former state attorney general and governor publicly vouch for its trajectory is a meaningful signal to institutions still deciding whether to treat the platform as a serious counterparty.

🌐 A Crowded Race for Tokenized Equities

OKX is not alone in chasing this opportunity. Coinbase recently launched 1:1-backed tokenized stocks for non-U.S. users, complete with dividends and real share custody, while Robinhood Chain and Backpack Securities have rolled out competing products for international traders. The broader tokenized real-world asset market has grown sharply, with tokenized stocks alone expanding from roughly $2 million in mid-2025 to nearly $487 million by the end of Q1 2026. That growth curve suggests demand is real, but it also means OKX’s ICE partnership enters a field where ownership structure, whether tokens represent actual equity or a derivative claim, will likely decide which platforms win institutional trust and regulatory sign-off first.

🎯 Conclusion

Cuomo’s arrival at OKX ties together three threads the exchange has been pulling on for years: rebuilding regulatory credibility in the U.S., courting institutional partners, and positioning itself at the front of the tokenized real-world asset trend. The ICE joint venture is the most concrete step yet toward that last goal, giving OKX a direct line into NYSE-listed products if regulators sign off. For traders and investors, the near-term takeaway is to watch for regulatory approval milestones rather than the announcement itself, since the venture’s products are not yet live. Longer term, a credible bridge between Wall Street’s oldest exchange and round-the-clock blockchain trading could meaningfully expand who can access U.S. equities and when, a shift worth tracking as competitors race toward the same finish line.
